Is this a cpu or motherboard problem?

I built my computer and the first time I turned it on there was a burning smell (smelled like it was coming from the gpu fans wtf?) so I turned it off and tried it again. This time there was no burning smell but it reboots every minute and nothing has ever showed up on my monitor. I tried a new psu, took out my gpu, and tried it without ram and also with only one stick but it reboots no matter what. I'm thinking that I fried the motherboard somehow. I have no idea. Should I just replace the motherboard and try the same cpu or replace both the mobo & cpu? Please help :(
 
Your possible causes.

1. A cheap Psu of a unbranded name of about £25 that was a complete bit of junk.

2. When you fitted the standoffs to the back plate of the case you never pre aligned them by looking at the mounting holes from the actual motherboard, and put an extra one in where no pass through hole existed creating a electric short on the back of the mobo.

3. You did not seat the graphics card correctly or flush in the Pci-e slot of the board, so it created a short on the slot.

4. You put the Cpu in the wrong orientation to what it should be in the cpu socket of the board.

5. When you put your memory sticks in, you never pushed them fully flush into there dimm socket, causing a short by the gold fingers along the bottom edge of them.

The most common for a first time builder is to put a stand off where no whole exist to place a screw through therefore as said causing a short on the back of the motherboard.

You should check this and confirm as the board will be smoke marked, and you will clearly see it lines up with where the stand off was or is.

Would buying a new motherboard help me identify the problem?
Also since it still restarted after I took out the gpu and and the ram wouldn't that mean that my ram and gpu aren't the problem?

If my ram wasn't clicked in fully the first time I booted up the computer (I let someone else install the ram and after I booted I found out it wasn't clicked in) did that short the motherboard? If I did, is it possible that my ram is broken as well? This is really stressful, guys. xD
