Low budget all-in one-alternative?

My parents are looking for an additional desktop computer. They share one, and use it quite a lot. Their current one is an HP all in one. They now like all in ones, as the all in one only has one wire (the power cable), which is very neat and tidy plus easy to carry to and setup in another room. They bought our current all in one for ~$550 CDN + 12% tax (so ~$625 CDN) in July 2013, and I realized that it had the power of an ~$350 mini tower pc; it has an AMD E1 dual core processor at 1.5 ghz, integrated amd graphics, 4gb ddr3 ram, and a 1TB hard drive. It's also as up gradable as a laptop, of the main performance parts, only the hdd and ram being upgradable.
I want to get the tidiness and portability of an all in one, while making it powerful and keeping it budget and preferably below $650 + 12% tax (or $728 including tax), or below $750 if that extra makes the pc way better.
Looking at ca.pcpartpicker's "all in one chassis" section, there are only two choices: a $380 one by loop, and a $700 mitac one (thats definitely not an option.) The loop case is 1080p and not touch screen. "Power supply brick/cable is included, heat sink is included, internal power and SATA cables (for HDD and ODD) are included, WiFi antenna (not WiFi card) included, webcam, microphone, speakers (of course)."
The case itself seemed quite expensive, so what I thought as another option was making a stand alone pc that attached to a monitor in some sort of way (like vesa mounting). This would conceal most cables and be able to be moved from one room to another. Maybe I could get a barebones pc.
So what options do I have? Should I just get a prebuilt all in one from Best Buy?

Ram: can get used 16gb ddr3 (4x4gb) for $80 CDN, not sure about other amounts
HDD: can get used 1tb sata 3.5" for $23 CDN
Keyboard/mouse: Cheap wireless for ~$12.

Barebones computers seem expensive compared to all in ones though. Is there any way to conceal the cables of a mini itx build? And is it possible to attach it to the monitor in any way (or will the pc be too heavy)?

Well, since the case comes with a built-in PSU then you can easily conceal the cables within it and your primary problem when mounting it to the TV is the Motherboard. I don't know many light mini-ITX motherboards out there but I'm pretty sure you can go to stores and just lift them yourself. I would prefer Samsung ssd 'cause they last longer than my previous PC.

I actually meant concealing power, hdmi, and monitor cables. The case in the build doesn't have an side window, so I don't think I'll worry about psu cables. My parents preferably don't want an extra box alongside the monitor.
I searched the H81M-ITX motherboard up, and it is 1.6pounds(0.7kg). People on a reddit thread say their mini itx builds are ~30pounds. One guy provided his build, with a much bigger case+liquid cooling+gtx 750 graphics card but without ssd, and said his was ~15-20 pounds.
Samsung 128gb ssd is $79.99 :p That Sandisk ssd isn't going to break that fast with light use?!?

All ssd's will last a long time and it will be enough for you to upgrade to a samsung anyway. After researching the weights it all adds up to 10.2 pounds (4.6kg) If your TV is heavier than this you could probably mount it but your mounting should not be simple vesa mounting. You should strategically place it so that the weight is evenly distributed across the tv and not on one spot only. for the cable management, if your tv is black, just run the cables and cover it with electrical tape. And, since you didn't give the specific hdd just research the weight and add it here. You might wonder why it's 10.2 pounds. It's 'cause your case is steel if you can find a case in plastic it could dramatically decrease the weight.

Cant find a lighter/smaller case within my budget. I'm buying a used hdd and I won't know it's model. My monitor is 6 pounds, so it definitely wont be attached to my monitor. Thanks for the help. The build has been delayed by at least 3 months, so I will think about it more at that time. Thanks intel celeron!
