Fans Spin for half a second with a distinctive noise, computer won't post at all! Help please!

As the title says, I've tried just about everything and I don't know what to do at this point. There is a distinctive noise and the fans only spin for half a second. Yesterday I did a test bench with just the heatsink, CPU, and GPU connected. It wouldn't power on at all with the GPU in so I took out the GPU and it powered on completely. So I assumed it was a GPU problem but it wasn't as I just bought a cheap one from Best Buy and still had the same exact problem.

Here is my part list: SABERTOOTH X79 X79 LGA2011, GTX780TI 3G, SEASONIC 760W , INTEL CORE I7 4820K 3.7G, SAMSUNG 840 EVO 250G, GSKILL Z SERIES 16GB, SEAGATE 2TB 7200RPM, CORSAIR H100i CPU COOLER

Is this a computer you've just put together, or is it one that's been running fine until now?

My two first guesses are that you didn't plug in the 8-pin power connector to the top left of the motherboard (I can't see past the H100i tubing) or the PSU could be faulty.

I had something similar happen. It might not work for you, but check to see if all your pin headers are on for board modes/testing config. I had the pin cap fall off a set of pins on mine and I had to look in the manual to find out where it went back on. It fixed it. Just read the mobo manual and give your board a good look over to make sure everything is stock or default.

I've used this computer for about 2 months before it died.
