Best Liquid cooling system?

Whats the best liquid cooling system brand?.Is there any liquid cooler that can keep I7 4790k atleast at 45C even at intense gaming?.Is there any liquid cooler that does not need maintainance for a very long time(years maybe)?I can pay upto 200$.

P.S I am a totally begineer in desktop so you know what that means.

Probably the best CPU block you'll find in a closed loop cooler. Also, pump is quite good, and the system is expandable.

Another option to look at is the Kraken X61 280mm. Just in terms of thermal performance, this is the best CLC on the market. Make sure it will fit your case, though.

Either way you go, make sure you set the CPU Fan speed either in your bios or with a program of some kind in Windows. If you don't set your CPU fan speed to something other then max the pump in your water cooling system will be running at max the entire time it is on and will wear out the pump rather fast.

For the low budget you have specified, the Swiftech is likely your best bet. Are you looking to cool your GPUs as well? I haven't had an air cooled PC since about 2001. As soon as I get upgrades, I test them out to make sure they work, and instantly the stock aircoolers come off, and on go the waterblocks. I have my i7 980x and my XFX Radeon 290x watercooled in the same loop, both overclocked (CPU is running at 4.7 Ghz) and my temp gets up to 52 Celcius after a couple hours of hard core Titanfall. ;0) Keep in mind, that's with the CPU and GPU in the same loop. The new build I'm working on now, will have a 2nd Radiator in it to help keep everything even cooler, and quieter.
