Screen Tearing and Vertical colored-lines with "Radeon HD6870 Sapphire" to crash

lately my geforce8800 gt corrupted and I had to change my Graphic card.
I bought "Radeon HD6870 Sapphire", also updated 2GB RAM to 4GB.
but often when playing games and even sometimes, working with graphic softwares, or using browsers. the screen starts glitching, tearing and strange vertical colored bars appear, at this time system crashes and freezes-over ! sound stops with repeating last noise signal till the end like "BUZZZzzzzzzzzz..." !
sometimes random incomplete BSODs appear, while memory dumping does not completed or even started and I have to force cold-restart.

I tested RAMs with "+memtest" and haves no issues..
CPU tested with "PC Wizard" and no problems found.
HDD haves some bad sectors, for a long time, but seems OK to me !!! :D
All drivers are up to date.

My PC specs :
MB : Gigabyte X38-DQ6
CPU : Intel Core 2 Quad 6600
RAM : 4GB DDR2 800mhz Kingstone
PSU : Green PWR 1030W
GPU: Radeon HD6870 Sapphire GDDR5

* no part have no clocking

** I know system is old and for sure there is some conflicts between the MB and GPU and even with RAM, but there most be a way to pull down the GPU to get a equal level to other hardware 'till new PC arrives!

after days of searching i admit it, but strangely I played some games till the end even without a scratch with normal and above normal quality options ! games like hitman absolution and Thief (god knows i bought thief with all doubt !! XD) and skyrim too.
but some games like tomb raider 2013 , Orcs must Die! , PCSX2 emulations , and lately skyrim , NFS most wanted 2013 and some others are crashing.
one time working with Adobe photoshop and illustrator with corelDRAW and chrome open, screen tearing and crashing happend,

it seems the support by MB looks fine but there is some other issues.
I ask if there is any way to downclock or ... any other way to make this card works better?

Everything is all right now. I tested computer with many games and benchmarked it with them for hours. no BSODs, no screen glitches and tearings, no black screen, and even games run with their hi-quality video options. also sound had some issues but gone now.

things I've done :

#1 : the fans of case were not installed, I set them up all, 2 on door, and 3 on hard disks side.
#2 : Default MOBO configurations loaded in startup setup then...
#3 : I changed CPU overheat warning from 60c to 70c
#4 : and "Performance Enhance" changed from "turbo" (default value) to "extreme" ( this change is most fact that I think that solved the problems and issues ).

Also now I check the heat with HWmonitor (from CPUID) the GPU is about 60c and CPU cores between 55c to 68c after I exit games. (a bit hot but looks good and most stable than any time before).

sorry but I solved the problem without changing any parts, PC now works well, I answered the thread, check the update, I thought maybe you like to see.
