Difference is Download speed and Uplod speed.

Solution
Download is the speed at which you receive info, upload is how fast its sent.
So doing either will take up bandwidth for the other. I can barely download at 500 KBps, which means I cant do a single thing else on my network because my speeds are so slow, and bandwidth so small. Fast networks with large bandwidths (take public wifi) can do both, across multiple systems.

Generally, yes, you can download data while uploading data. Most network controllers run in full duplex, allowing data to run both ways simultaneously. However, this is not a guarantee that you can both upload and download at the same time.
