Which part would be causing low fps?

Mother Board : ASUS M5A97 LE AMD970A AM3+ USB3 SATA 3 MB

Hard Drive : External 1TB Toshiba Canvio Connect

SSD : 64GB SANDISK SATA III 6.0Gb/s SSD

Ram : ADATA XPG V2 4GB DDR3 1866MGZ (x2)

Power Supply : 600 WATT 80 PLUS

Video Card : AMD RADEON R9 270X 2GB PCI-E 3.0

CPU : AMD FX-8320 3.5GHZ EIGHT-CORE

Operating System : Windows 8.1

Getting lower FPS than what I should be getting.
Anything else you'd need/like, let me know.

He is saying "(x2)" so, to me that would mean that he already has 8GB of RAM.

By the way, that is pretty vague to say "low fps". What are you getting for FPS, versus what are you expecting; plus what are you playing where you are getting these low FPS?

My bad, should've known to clarify.

-Let's take Battlefield 4, for example. On lowest settings I can get anywhere from 25-30 fps, where I should be getting around 60 fps on ultra.

If you'd like a specific game to benchmark, let me know.

Aside from driver/Mantel issues, does your computer case have proper ventilation, where both or either your CPU and GPU are potentially throttling due to too much heat build up and not enough ventilation?

Have you tried reverting drivers to a previous version or two, back, or you were there already and it was even worse?

Are your GPU and RAM seated properly in their slots? - check when machine is off

Power connectors properly connected to both 6-pins? - check when machine is off

Are you running any background tasks, while playing?

What is mobo's (Asus M5A97 LE) BIOS version?

Sorry it's taken so long to reply, but upon opening the computer I've found two things,
One, it's hot. Which leads me to think this case doesn't provide proper ventilation, as you've said.
Two, they're both seated properly, and the power connections are, also.

No background tasks, other than Skype.

Motherboard BIOS version is 2103.

And yes, I have tried reverting to other driver versions, with little, to no difference.

Well, if you game a lot, (seeing how the case only came with only one fan) I would recommend to get at least one additional fan for the front of the case (assuming it has room and means to attach a 120mm fan) and another fan for the side window bringing fresh air into the case. If you are turning the inside of your case into an easy-bake oven, you are not only causing the CPU and GPU to throttle, but also damaging them prematurely due to the excessive heat.

Secondly, update your BIOS to the latest version (2501) http://www.asus.com/Motherboards/M5A97_LE_R20/HelpDesk_Download/ - The BIOS is for "M5A97 LE R2.0", your motherboard should have that same markings.

Thirdly, if the issue is driver dependent, you will have to wait til AMD comes out with a new stable video driver, and as Vic 40 (above) said you'll have to reduce the in-game video settings to find a compromise, in the mean time.

You need to get more ventilation in your case, i had this problem with my first build too.
I bought an extra fan, installed it, did some better cable management and all was done.
Now i run battlefield 4 ultra 80/100 FPS with an average of 90FPS.
