i5 4590 3.6-3.7 ghz on idle on asus z87-k

hi guys my cpu is running at 3.6-3.7 on idle and so my temps are 35-40 degrees even with liquid cooler what should i do?

are this normal temps?

Not that bad, but my 7 year old Dell with a old Pentium dual core gets 35-38 C° idle with some stock air cooler Dell put on it. Also, I'm getting 45-48 C° idle in the BIOS with my new 4460. Apparently, Haswell has some heat issues.
35 C° for idle not that bad though.

yeah but another of my problems is that is permanently on turbo mode and even at 0~1% usage

Permanently on Turbo? That's odd. My 4460 idles at 800 MHz and ramps up to 3.2-3.4 GHz while gaming. Try finding and disabling Turbo Boost fro the BIOS.
