Can I use my old HDD with windows 7 and put it in my new pc build? The HDD I mentioned is relatively new.

Probably not. Sometimes it works, sometimes it doesn't.
A lot depends on the difference in hardware.

Start fresh with a clean install on the new hardware. And depending on exactly what Win7 license you have, you might need a whole new copy of Windows for the new PC.
