The GPU uses up to about 300W peak, the rest of a typical Intel build uses ~100W, ~150W for AMD.

So, even on a 650W PSU, you still have 200-250W left for extra stuff.

That PSU would probably be good enough to handle a pair of 290X.

The 750W "requirement" is just the manufacturer's grossly inflated recommendation for the whole system based on the assumption that you own a crappy PSU.

You should be able to use even the 290X in an Intel-based build on a high-quality 500W PSU - those that explicitly state they are rated for continuous output at 45-50C.

I always like to overkill on the power because who knows what i might upgrade next?

Unless you plan on buying another r9 290 to run in crossfire you will never ever need anywhere near 750watts but if your dead set on 750watts the xfx 750 80 plus gold is a fine choice.

750W kind of leaves you in upgrade limbo: grossly overkill for a single-GPU setup and a tight fit for dual-R9-290.

But like what if i want to add a 3TB hdd and 2 SSD's. I never crossfire, just not my thing... Id rather buy a whole new card.

Again 650 watts is enough for as many hdd's and sdd's as you can fit along with ten fans. Or more. And you still wouldn't be using all 650watts.
