fps drops in games

I have a problem with my pc in games like bf4 the games run smooth on high settings on 60 fps but whe i go outside during dynamic action my fps drops by 10 to 15 ,whats the problem.
my specs
intel core i3 2120 oc to 3.4 ghz
6 gb memory
graphic card:his radeon iceq R9 270
hdd 150 gb sandisk
IS THE PROBLEM WITH MY WEAK CPU OR HARD DRIVE,ANY HELP WOULD BE GLADLY APPRECIATED.

is that HDD an SSD?

I highly doubt its the hard drive, try updating your graphics drivers.

Yeah thats hdd.but could it be due to weak cpu,i have aleady updated to the latest gpu drivers.but still fps drops in light areas .

do you have windows 7 or windows 8? And what monitor(s) resolution do you have?

it could be the HDD since that seems like a really old HDD.

i do have windows 8.1 64 bit but i also installed windows 7 ,no luck and i m using monitor at 1920 x 1080 solution at 60 hz,by turning of vsync i get screen tearing but less fps drops.

A drop by 10-15 Frames isn't much, Are you sure its not just that the scene is more complex and harder too render?

hmmm, I don't know much about battlefield 4 so I can't help that much. how is the cpu, is it doing some heavy tasks that the game requires at that period of time? (to do this without multiple monitors, run bf4 720P windowed, then run task manager beside it.)

may be like explosions and light areas and action scenes where it drops other wise the game runs ok by turning v sync of but i get horrible tearing ,i want to get stable fps ,any help u can give.

i agree that a drop by 10 to 15 fps on open areas it is to be expected. also have you tried mantle? it will be a bit of improvement! there always be fps flactuation no matter what you do!

Unless like TechInAZ said that your cpu is doing something in the background which is highly unlikely to happen when you are in specific areas, The fact is that your Fps WILL Fluctuate (Lower) In certain areas, And for Battlefield 4 and most games, It happens Outdoors where the line of sight is increased and more stuff is onscreen, Where as Indoors You generally don't have a large Line of sight because of Corners, Aswell as the scenes being smaller. Outside also has to render skyboxes, And Post Effects such as Lens flares and Dust which can make a large impact in performance. Their really is no fix to your problem other than Upgrading your Hardware or Software such as mantle as Chris987 Suggested, But keep in mind Upgrading Software and Drivers will increase fps but the drops will still be there but will just drop to a higher frame rate.

Also you might want to try to enable/disable certain graphics options to see if that has an effect outside, Example: Particles (If its there), As there tend to be more in outdoor environments swell as more Lighting effects (as i said above)
