Yea like Armo1000 said you should upgrade both if you want to be up for playing modern games. Your CPU is good so that isn't any concern, but you should go for 8GB of RAM in a dual-channel configuration, and an R9 270x is a good place to start looking and as it has excellent performance/price ratio. Then just adjust up and down as your budget demands.

Actually with just 4GB of RAM he can still play games on high quality. In terms of how much it affects gaming performance system RAM is way down on the list. In fact it would be lowest underneath CPU, GPU, PSU, HDD/SDD, Motherboard, and then RAM. It will help to upgrade to more RAM but its doubtful he would see more than like 3FPS improvement at best

The ATI HD 5450 is really old, and when it was built it was built to be the lowest performing graphics card of the series. It was built to be as cheap as possible pretty much. It was never meant to play games, the card was pretty much built for people who needed to have a card put in because they didn't have integrated graphics and they wanted to watch movies or do web browsing.

In fact, inside your CPU is a graphics processor that is probably about as fast as that graphics card. In other words, there are integrated graphics that are faster than it now.

This is probably about what you will want for graphics card

There are a few others which you could consider, but until we know your budget its hard to suggest what to get. This graphics card is pretty good though and stays within your power limit.

Already did. See above, but without knowing your budget its hard to suggest the absolute best GPU for you.

First upgrade your graphics card then if there is any problem in gaming increase ram.

how is EVGA 02G-P3-2619-KR GeForce GT 610 2GB 64-Bit DDR3 PCI Express 2.0 x16 HDCP Ready Video Card
or

MSI R7 240 2GD3 LP Radeon R7 240 2GB PCI Express 3.0 x16 Video Card

EVGA GT 610 is a graphics card that is possibly weaker than the one you currently have. Its super weak

The one I posted earlier is faster than the HD 7770 and will ahve better performance, and is faster than the R7 240. It is the best card you can get and for sure not have issues with your power supply.

There's no way you can play watch dogs with a 5450. Get something like the 750Ti/260x or the one that fits your budget.

Don't get a 750Ti, they are over priced for the performance you get because they use less power. If you consider getting one of them, look at R7 265 instead which is cheaper and has faster better performance.
