MSI R9 280X showing a black screen with a cursor

As the title says, I recently purchased a new graphics card to replace my slightly aged and over used Gigabyte GTX 560 Ti. When I finally got the new 280X, I switched out the cards and turned on the computer. It booted up to the normal Windows 8.1 log in and I proceeded to try and install the graphics drivers. The disk that came with it didn't launch anything, even when prompted so I went online to get the drivers from the MSI website. After I downloaded them, I removed the old Nvidia drivers and then restarted the computer. It shows the BIOS commands screen, the normal boot screen and a Windows start-up screen. After the Windows start-up screen, it just goes blank. At first I thought it was just slow loading it but after an hour wait, it was still a black screen that I could wiggle the cursor around on. I've tried several things such as safe mode and low resolution mode, but neither work as safe mode doesn't let me install the drivers and low resolution mode does the same thing that the regular boot does. I decided to try hooking a monitor up to the on board graphics (with the graphics card still in) and it proceeded to do the same thing. I then went and switched the two cards out and it worked as it always had worked before. Is the graphics card I ordered defective or are the drivers not correct? The card itself was refurbished. I will take any suggestions here.

Solution
Try removing the r9 and see if you get the display. I suspect the drivers here since you are getting display (you being able to see the cursor). If you can get to the windows in the on-board graphics then i suggest a complete remove of nvidia drivers i mean from registry and any temp folders.
