CPU fan randomly speeding up to 100%

I'm this problem for a week or so. I have been using this CPU cooler (Coolermaster Seidon 120XL) for about 3 weeks.

At times for apparently no reason the fans speed up to 2000 rpm+, and this in spite of my setting the maximum duty ratio to as low as 40% in bios. Sometimes they slow down again, other times they won't unless the PC is turned off and restarted. The whine at that speed is horrible. I installed the fans correctly; they are plugged into the CPU fan header. And there is no temperature problem. These speeds are attained at near idle CPU with core temperatures of 31-32 degrees Celsius.

What could the problem be?

Replace it with another pwm fan and see if it persists.
if it still do buy a small fan controller.its very cheap and much more efficent.

You are right replacing the fans solved the issue. I am temporarily using a pair of cheap 3 pin sleeve bearing fans.
