Watch Dogs is a very demanding game.
For future reference, it's not hard to find the recommended specs for any game, as well as look for benchmarks:

The above specs are a little vague though. I have an i7-3770K and a GTX680 @1200MHz and have to drop the quality settings a bit to run at 60FPS, though that's at 1920x1080.
At 1280x720 (or 1366x768 for HDTV) that's not as demanding, plus you might only try to run at 40FPS or so with VSYNC OFF.
(If it's for an HDTV through HDMI, then you need to use the HDTV section of the NVidia Control Panel. Something like "NTSC_768p@60Hz" then adjust the overscan. NOT the regular resolution settings used for a monitor.)
*What's most important is that the game looks great even on LOWER settings, and they have just finally released a patch that addresses most of the stutter though they are still going to improve it further in a future patch.
So, I think you'll have a good experience. Just use FRAPS and adjust the quality to meet your desired frame rate goal. I recommend:
a) 40FPS average VSYNC OFF (if screen tearing isn't too annoying), or
b) 60FPS with Adaptive VSYNC ON
*For Adaptive VSYNC, use the NVidia Control Panel, add the game through "Manage 3D Settings..." and force on Adaptive VSYNC for it. With FRAPS running, adjust the quality until you stay at 60FPS most of the time. When you drop below 60FPS then VSYNC is automatically turned off; you thus get screen tearing but not the annoying micro-stutter caused when below the target refresh rate with VSYNC ON.
