can i crossfire radeon HD 7770 with a r7-250x since r7-250x is a 7770 rebrand? or it wouldn't let me?

If they have the same PCB, i think it makes them more compatible, otherwise you would run into stability issues.

You should be able crossfire those two as they are the same GPU, not sure if the Vram has to be the same on AMD cards though but you haven't mentioned whether they are different or not.
