First few seconds of audio on streaming videos pop and crackle (HDMI to Surround Receiver)

I built a custom pc recently and have pervasive issues with audio on steaming videos such as youtube or netflix videos. The audio pops and crackles when the video first starts up, and seems to clear up once the video buffer is full. However, it switches resolutions during playback, as youtube does sometimes, it once again starts crackling and popping until it re-buffers. This does not happen if I play a dvd from the computer, only streaming videos and oddly sometimes windows chimes sometimes.

I am connecting from the hdmi video card of the computer to the receiver with an hdmi cable and from the hdmi out of the receiver to the hdmi in of an insignia television. I have an acer monitor connected through the DVI. I have my playback devices all disabled except for the television, which is the default. It is configured for 5.1 surround sound. The receiver is a Yamaha rxv367, with the hdmi out configured to amp only (as opposed to tv+amp).

The only thing I haven't tried is connecting the optical audio out from the motherboard of the pc to the input of the receiver. However, the receiver doesn't allow HDMI input and Optical input to be selected on the same channel so I would have to connect the computer directly to the television with the HDMI cable. But, I'm not even sure if this would fix the problem. Below are my computer specs. I have all the latest chip-sets, drivers and codecs from all relevant manufacturers. I have been trying to resolve this issue for over a month and have changed so many settings in so many places I don't even know where to begin putting it all here. Any additional information you may need to know I will be happy to provide.
