PowerColor TurboDuo R9 270 Black Screen After Windows Logo (New Build)

Hey guys, built my first custom computer this weekend.

This is the last thing, and honestly it's pissing me off.

SPECS:
BitFenix Prodigy M
ASRock H97M Pro4
16GB GSkill RAM
2x120GB Mushkin CHRONOS
2x2TB WD Green
Corsair CX600M 600W ATX12V

BIOS primary adapter set to PCIe (where the 270 is plugged in). It's clearly using the onboard graphics, as it first came up in the 800x600 resolution. Also, installing the CCC software on the CD that came with the card was successful, but upon restart, after the windows logo I just get a black screen. Fans are spinning, so yes, it is plugged in.

// Tried different versions of the AMD Catalyst Control Center and same result. Also, just an interesting note, their auto-detect program thought I had an A-Series APU, which is not the case.

I just need to know if this is DOA, and I'm unsure as to how to check. I mean, I got the 3 year warranty, so I guess in the end it doesn't matter... But it's just frustrating...

// This was my first build, and everything except this was simple, but this is keeping me from being able to actually do stuff with graphic-intensive programs and stuff. Thanks for any advice/help!

I've done this already -- I used the DDU tool in safe-mode and installed this (http://support.amd.com/en-us/download/desktop?os=Windows+7+-+64#amd-catalyst-packages) and still same result.
