New Graphic Card's(AMD/Ati R7 240 1gb DDR5 with boost)fan starts and stops

My question is , the graphic card's fan runs for about 2 secs and stops,there is no video signal. is this something that has go to do with my PSU or my motherboard? PSU:Frontech 450watts
Motherboard:MCP73M01H1 (Napa) motherboard
i tested the same gpu on my friend's PC who has an Antec 450 watts power supply,it worked just fine!
My computer Specs:
Processor :Intel Core 2 Duo E7400 2.8 ghz
Ram:3gb

It is the motherboard of yours that is failing to read the graphic card at the BIOS. Can you try your friend's power supply in your system to see if the card picks up but i highly suspect motherboard. What motherboard your friend have?

FOXCON Napa-GL8E Motherboard....THERE IS A BIOS UPDATE FOR MY MOTHER BOARD .... IF I INSTALL IT, WILL THAT RESOLVE MY PROBLEM OR ITS THE PROBLEM WITH THE PSU ONLY?

Install the BIOS update it is always good. But remember to install it exactly to the instruction else you may end up with a bricked motherboard. post the results back here.
