Can not access BIOS on Windows 8.1

It seems like I can not access my BIOS no matter what. I've looked at other tutorials on how to get to the BIOS on 8.1, but somehow it just doesn't work for me. I've built it today. I don't know if this will help but I have the ASRock Z97 Fatal1ty motherboard. I want to overclock my cpu, so please help? Is there any way I can access to the BIOS?

Use your "Full HD UEFI" software that came with your motherboard. Or download it.

I don't see where I can download Full HD UEFI. Is it possible if you can send me the specific link at where I can download it?
