Solution
Found a solution to Google Chrome lag (3-4seconds).
At least it works perfectly for me on my Windows 7 Professional 64 bit.

1. Click Start, point to All Programs, and then click Accessories.
2. Right-click Command Prompt, and then click Run as administrator. (Important: Run as Administrator)
3. In the Administrator: Command Prompt window, type the following command, and then press ENTER:
netsh interface tcp set global autotuninglevel=disable
4. Restart computer. (Important: Restart)

The problem and solution is described in Microsoft KB Article 929868. http://support.microsoft.com/kb/929868
