Probably not max settings, It might beable to play watch dogs at near-max settings but watch dogs is a cpu and ram inensive game, But you have a good cpu atleast. It might beable to play BF4 at medium-high settings but dont expect ground breaking performance.

Not even close to max settings. Both games would need to be at low to med settings to get playable FPS. Your CPU is good but the GPU is low end and you need more ram(add another 4gbs).

If he already has the system the FX 6300 would be a big downgrade from an i5 4590. The i5 4590 will smoke a FX 6300 and it games its faster than a FX 8350.

You haven't been on this site very long have you? We get posts like this all the time asking how games will run on their current hardware. I guess they want to know how/if it will run before they buy the game.
