I've found two hard drives, and after researching terms I've discovered that the cheaper hard drive is in fact almost better in every aspect except it's size. I'm asking this question in hope for a reply so I don't waste any money.

Solution
the latter is 2.5" or a laptop drive, so you are paying a premium for the size shrinkage to fit in a tight case. The first is standard size (3.5") for desktops.
