What level of PSU do I need?

AMD FX 6300 3.5 GHz
R9 280x Toxic
8GB (2x4GB) RipjawsX 1600 MHz
MSI 970A-G46
1TB Caviar Blue 7200Rpm

Is Corsair VS550 enough? I have limited choices in my country..

that power supply should be fine and it will have plenty of room to spare so you can overclock a bit as well.

The 280x Toxic is a power hog, i would suggest a better quality 600w PSU, the VS series uses cheap capacitors. Get something from either tier 1 or 2(a or b) in this list.

I think I can get a Zalman Zm600-LX but I don't know. Corsair VS550 looks pretty good to me, also I will not overclock.

check www.pcpartpicker.com , there you can select the parts and it will tell you their power needs. i tried that and 550w looked to be more than enough watts.
