I cant decide whether i want to:
1. 4690k + noctua nh-d15 + r9 280x ~ oc to 4.5ghz
2. 4690k + 212 evo + r9 290 gigabyte ~ oc to 4.2 ghz
3. 4690 + r9 290 sapphire

Im mainly going to be running like my work and browsing and some occasional gaming

however, no video rendering or editting or photoshop will be done and even if i do, itll be quite light

When one ? obviously, if i move down the options it becomes cheaper

NOTE - I will not be upgrading this computer

Solution
its not cost effective on overclock when the same socket can fit a i7 cpu , unless of course u buying a watercool system or extra coolers and powerpack ,, cheap to buy a i7 cpu than overclock

better off getting gTX 760 hope you got over 650 watt power

my specs
This was the best build i come up with budget money and power because of powerpack
i5 4690
4 gb 1600 mhz ram + buying some soon 4gig Corsair Vengeance (the best ram u can get) important
240 gb SSD this is for dayz afterall , very important
GeForce GTX 780 Ti 2GB
gigabyte board supports 4th gen cpu very important lol
550 watt psu
4 case fans
Deepcool Ice Matrix 400 this is a good fan for cpu
UPGRADE POTENTIAL
Intel® Core™ i7-4790K Processor
(8M Cache, up to 4.40 GHz)...
I just got an Asus z97A + i5-4690K and just playing around I put the multiplier at 46 - 4.6GHz
and the ring bus at 39 (stock). I use a 120M Seidon cooler and in the Intel XTU utillity I got :
Canada dish_moose

XTU - 828 marks - Core i5 4690K @ 4600MHz
I will do some more tweaking & manually OCing & stress test ASAP.

GET the K!!

How does this help the OP? Look at his usage. And please refrain from bragging.

Because when he realizes how well that cpu can work, he may want to go that route.
-Bruce
NOT BRAGGING - just letting him know what is possible.
Edit: Also if the OP is not going to upgrade in the future why not spend a little more now & stay happier longer.

Solution
What work will you be doing?
For most purposes as has been said, you're way over requirements, but then again you may be into fluid simulations or large CAD projects.
There's not much difference here in the UK between the 'K' and non 'K' variants, so I'd go for the 'K', just for the extra potential.
Also stick with a nice little CPU cooler, the Hyper 212 Evo isn't the best out there but it's quieter than the stock cooler and, well, cooler.
If you don't really need heavy calibre graphics hardware the R9 270 is a decent performer or for more intense use the GTX760 is a great card, or you could opt for the R9 280, I'm running a HD7950 (earlier R9 280) on a newly upgraded i5 4690K setup and it's easily able to max out the most demanding games at 1080 rez.
