New pc budget 1000$

I'm going to buy a new pc my budget is 1000$ that is 65,000Rs.INR, i want a good motherboard and 4th gen processor, please give me your recommendations, and i want to use the pc maily for watching HD movies, video editing & rarely gaming, and if i buy a psu for 650 w and aone for 450 W, my actual consumption is something like 250W will the electricity load on the 650 W be more than a 450 W, or is it all the same? Can i play blu ray discs in the DVD RW Drive?
