cpu cooler with high ram

what is the best cheap cpu cooler (€40 or less) that doesnt collide with this ram:
G.Skill RipjawsX 8GB DDR3-1866 CL8 F3-14900CL8D-8GBXM. i want to use a fx-8320 with possible overclocking( a little bit)

I have a hyper 212 evo, the 8320, the exact RAM as you and an M5A99FX pro motherboard. No problems getting it to fit, but RAM has to go before the cooler does to fit.

the motherboard i picked is a gigabyte ga-970a ud3p. do you know if the gelid solutions tranquillo rev.2 cools better and if it fits with the ram too. btw . how high is the ram.

well im not about to measure it but it touches the bottom fin of my Hyper 212 EVO, still a fit but a tiny bit more stress on the dimm slot than id like (from the cooler pushing on the ram a bit)

By the way: max fan height is 164 mm. Any other fans to consider
