ok i am buying in stages cause i can not give the whole amount out so i am thinking of buying the psu, motheboard ram and cpu and put that so long into my rig and put the old gpu so long in.

Here are my options for this part:

Motherboard:

MSI 990FXA-GD65 V2
ASRock 970 Pro3
ASUS M5A97 LE R2.0
MSI 970A-G46

Cpu :

AMD Vishera FX-6300, 3.50GHz, Hex Core, AM3+, Black Edition

Ram is:
Corsair Vengeance, 4GB, DDR3-1600, CL9, Black

PSu

Antec NEO ECO, 520w, 80 PLUS Bronze
GIGABYTE GreenMax Plus (GZ-EMS55A-C1), 550w

That is the first part the gpu is my old nvidia gt430

The second part i am going to buy next month. It is going to be another 4Gig ram of the same as above and the gpu i am going to buy is msi r9270.

Now can the above parts handle the gpu i am going to buy and what motherboard must i buy.I do not think of overclocking cause scared i might over stress or brake parts, but if i am going to overclock can some of the motherboards take it and so which and which not .Is the powersupply good or bad read reviews and people are very impressed with it.

Power Supplies I'd recommend:

Seasonic
Antec
PC Power and Cooling
FSP (fortran source)
Corsair (non-CX models).

As far as which motherboard to get, I try to get the latest and best I can afford. For me, top tier motherboard manufacturers would include ASUS and Intel. Second tier manufacturers, I would include companies like EVGA, Gigabyte, MSI and ASRock. If budget allows, I'd get the latest chipset from the top tier manufacturer. If not, then I'd probably go with the latest chipset on the second tier over an older chipset on a top tier. So I'd go with an MSI 990 chipset motherboard over an ASUS 970 chipset motherboard.

Save your money until you can purchase all of your components at the same time. It's just one more month. The RAM you purchase today may not be available in a month and mixing RAM can lead to problems.

Personally, I'd go with the newest motherboard chipset and the MSI 990FXA-GD65 V2.

That power supply should be just fine for your system.
