so i have got a cm storm trooper xl case and ive connected the pre installed 3 small fans and 1 big fan to the built in fan controller but it feels like the difference between lowest speed and highest is so small, is there anyway to control the controller from the pc to change the speed difference?

No, there is not.
The built in fan controller is cheap and the fans don't have much range.
A better quality fan controller and higher quality fans with better range are the only thing to fix this.
