Temperature problem. What should I do?

I was having (frame) lag spikes in world of warcraft recently and it lead me into searching about it.

Some people in wow forums suggested that the video card is overheated. I checked and my video card is running normal temperatures. (around 80 celcius) but it's old.

However my dual core e6750 is supposed to have the max temp at 71 celcius and I have seen it running at 77 celcius.

Could this be the cause of the frame lag spikes?
How dangerous is this? What is the worst case scenario. Is there any cheap means to reduce that temperature? And should I save the money reducing the temp on an old cpu, and get a new one sooner than later?

Whao that's a lot of temperature. If you don't have the pre-built system i suggest a good cpu cooler and apply thermal paste if it has been evaporated or gone (sorry my eng sucks). This is one of the best cooler which is worth it's money (http://pcpartpicker.com/part/cooler-master-cpu-cooler-r...).
