his r9 270x core clock lower than it should be

Hi! i bought HIS R9 270X IceQ X² last 3 week. i just realized that default clock of my card is 1050 but in the website says Boost Clock Up to 1140 http://www.hisdigital.com/un/product2-770.shtml
and also i saw bios number of my card is different from it's official bios. so i tried to flash that bios then my card was bricked but anyway i already unbrick it.
any ideas? please.

The card only goes up to the boost clock when running at a high percentage load.

It wont boost clock unless its needed, and thermal levels allow it.

it never goes up more than 1050 if i won't overclock it and anyway it should be at least 1100mhz at default ._.

Benchmark it, it should activate full boost clock.

Thats strange...rebenchmark it and take a thermal test.
How hot does it get?
