What is a Good PC Fan?

I need help in finding fans for my build. They need to be affordable, red led, and quiet. I need two 120mm fans and one 140mm. One 120mm goes in the front, one 120mm in the back, and one 140mm in the top. I would also like to get an easy to use fan controller with up to five fan slots. I also need a power supply that the fans will go into.

Both of them have red LEDS. They are PWM so they can be controlled to be run lower fan speed if it is plugged into a four pin header on the motherboard or a fan controller.
They pretty decent for airflow. First link is the 120mm one and the second is the 140mm.
