Better motherboard. It'll support a nice overclock. If you want to overclock, I suggest you get an aftermarket cooler later on, whenever you have a bit extra cash around.
Cheaper ram, just as effective.
Cheaper hard drive.
Bigger PSU.
You don't need the extra fan, your case should already have all the fans you need.
As for the GPU, I left it there in case you didn't want to deal with a MIR, but here's something you can consider for a gpu if you want to deal with a MIR:

As for the monitor, you could probably spend ~10-15$ more and get a 21.5" 1080p monitor.
