no signal but after pressing restart the system turns on normal

My computer is 3 years old, after the hdd died, I put a new one inside it. But before that i was trying to figure out what the problem was, while making my pc, something went wrong. After I press on the power button everything goes spinning but no signal to the monitor. After pressing the restart button two times (always the same amount, doesn't matter how long between the presses) it starts up normally and shows the message: 'the system failed several times before'. But things are getting worse, if i turn my pc in sleep mode, the screen stays black when pressing the start button. I needed to shut down the pc, restart it, than windows tries to 'restore' the system and fails, after that i chose 'delete recovery data and proceed to boot menu (literely translated I don't know if it is the real message in english) and after the fifth time pressing the restart button it works. Also when having the pc in sleep mode, it shuts down automatically after a while and the same thing as described above happens.
I tried to plug in al the cables, I can’t test another gpu or power supply, but a friend tried my power supply in his computer and that worked. I cleared cmos, but it looks like my cpu is overclocked in the bios but not in windows.
This is my system:
Cpu: Amd Athlon II x3 3,1 ghz
Gpu: Amd radeon hd 5450 1 GB ddr2
Power supply: 450 watt
Ram: ddr3_667 mhz kingstone
Motherboard: asrock N68C-S UCC
I hope you know the problem, all drivers are up to date.

I was more thinking about the graphic card, because the pc sometimes shuts down in sleep mode, and when my graphic card drivers aren't installed i can't even choose sleep mode. And if it was a bad power suply why are all the fans spinning? Does that mean that it delivers power but not enough (so the fans are spinning but cpu etc aren't working) and why does the systems runs fine after starting up.
