A GTX 770 Cant run Crysis 3 at 60Fps, More around 40 Fps.
My Powercolor HD 6970 OC'ed on my budget build can run Crysis 3 at Very High preset at 25-30 fps with FXAA and it's a $100 card. A GTX 770 should be able to get 50 fps at max settings.
1: Gtx 780 with Acx cooler from evga will be much better
2: a 860w isnt overkill unless you DONT plan on sli/crossfire
3: i5-4690k allows you to overclock it

If you're going to overclock get the 4690k since it has an unlocked multiplier. Also if you're going to be gaming on resolutions higher than 1080p then the GTX 780 is a better option. The GTX 770 has better price/performance if you're trying to get the best bang for your buck.

But I don't have the money for GTX 780 atm (only 770s), I'm guessing that I'm gonna pair it up with the i5-4690k and do some mild OCing.

1080p would be good enough for me, also does an IPS monitor makes any difference in gaming and streaming movies or should I stick to my TN panel that I currently own which is the Viewsonic VX2452mh.
I would wait a bit, The i5-4690k comes with a built in gpu which should sustain you for a while, There is no point in upgrading from 770 to 780, But 780's are much faster.
