Have to discharge the capacitors to turn on my PC

I recently built my PC and it worked fine. However, when I turned it off normally for the first time, it wouldn't turn on the next time I tried to turn it on. After a bit of research, I read this thread where they said to turn off the power to the PC, hold the power button down for 1 minute, then turn the power back on again.

Anytime I shut my computer down normally I have to use this method to get it to start up again. Do any of you guys know why this is happening, or if it is harmful to the PC?

Specs:

GTX 770
Asus Z87 Plus
XFX 650W
8GB G.Skill Ares 1600mhz

This should not happen normally.

Shutting off the power supply like that does not hurt the system, but something seems strange.

A power supply is not fully off(normally it has a small 5 volt supply that is always on) even when the system is shut down. It provides some power to the system allowing the board to keep its settings, run the clock and activate the power switch to tell the power supply to switch fully on. Many boards have an LED on to remind users that the board still has some power applied.

Mine does as well, the power button on my motherboard lights up with a red LED so it's showing me that there is poewr to the board. It's really strange and I'm confused. I'm glad that it doesn't do damage. I can live with it for now. My motherboard is Z87 Plus and my Power supply is the XFX 650W
 
You could try another power supply if you think that is the issue. If a friend has one that has the required connectors and power rating. If you use the onboard video, the power draw for the system is very low.

At least this would give you an idea of if it is a board issue or not.
