Lines going up and down my monitor, need help

I have a dell s1709wc and im playing mass effect and i can notice a line going from the bottom of the screen to the top non stop. its not the worsth possible, but its very annoying. anyone know why this does this? i use vga. i do have a dvi to vga converter though, but its never caused any trouble. my video card is a gigabyte r9 270 2gb, its also never given me any trouble. i have kind of noticed it in sims 3 and perfect world, maybe the monitor is time to get replaced? dont notice it any other time though i dont believe. thanks
 
ownload and run SPECCY, copy and paste the first tab to show your idle temps
Download and run MSI Afterburner, run some of the games, what temps are you getting when underload?
Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

Did you install all Windows Updates? Including options except BING? Check them and repeat till ALL are installed.
Download and run Slim Drivers, install all the latest updates for alot of the other things 'under the hood' the video card interfaces with, but you don't need to reboot until you do the last update

If you believe you have the current Video Drivers, then do the following; remove all ATI/AMD software from PROGRAMS, download either 3D Guru's Driver Sweeper or download Driver Fusion and really remove all the AMD/ATI elements. Reboot and be in VGA mode, go to AMD and download then install the latest drivers, btu scroll down sometimes the newest is towards the bottom NOT TOP of the page (Catalyst).

well oddly enough i went and changed the refresh rate from 60 to 75 and it seems to stop it almost entirely, but i dont know why. my temps are good, i use realtemp and its good. this monitor is really old, perhaps its time for an upgrade?

my idle temps are mid 30's. under load its usually mid to high 50's, sometimes low 60's. that good?
