Differing CPU Usage on different programs.

So recently I have been seeming to have a higher than normal cpu usage, i have ran virus scans with malwarebytes and combofix and nothing has shown up. The main issue I'm seeing though is the difference between the usage i see on task manager and the usage i see on process explorer. I downloaded process explorer about a week ago because of this problem and it seems like the CPU usage that appears on it is 10%-20% more than that on task manager. Both have the same number of process so I'm not sure what is causing this.

It could be very likely that the cpu usage between task manager and process explorer themselves is responsible for the difference you see. Task manager and process manager both use the cpu too so aside from what other processes are using you need to account for what those utilities use. That might not be the only thing or they might even use similar resources but it's an obvious possibility. For example, MS Word and another text editor like OpenOffice both pretty much do the same thing, but Word likely uses more resources when it's being used than other similar applications.

More simply put, task manager might use 10% more resources to operate than process explorer does, or visa versa, and that is being acknowledged by the difference you see.
