Yes it is safe. The limit for safe operating is 62 degrees Celsius. Is 45 under full load or idle?

Yea, that is nothing to worry about. The temperature sensors are not very accurate in the FX chips at low temps. But they are very accurate once they get over 80% load. I would try and run AMD Overdrive or prime95 and see what they get to under full load. If they don't go above 62 degrees Celsius, you have nothing to worry about.

You could even go as high as 70 and most likely not have any problems. But once you start getting up that high, you start to shorten the life span of the processor.
