CPU not working correctly?

My games are slow and computer is running slow. I have HWiNFO running and my cores are only clocking about half of what they should be. They should be clocking around 3000 each and it's not maxing past 1596.

My Specs are 8GB Ram
Windows 8.1
i5-2500k
GTX 660Ti
500GB HD

Intel speed step in the bios then.
Take it of auto and set the required speed you want.
100Mhz x33 clock multi. = 3.3Ghz in other words turn speed step off and set the multiplier to x33 in the cpu bios section.
Set your fan speed threshold, and your desired Shut down temp of the system by the oC settings.
Or.
Just go into the power section of windows 8 and change your power scheme.
