I am currently looking to replace my AMD FX-4130 with a better CPU for high end games such as Arma III. I am looking to keep the total cost (mobo + chip) under $250. Or, if someone could convince me that an 8350 or 6350 would be able to handle Arma III, that would save me quite a bit of money. Thank you!

The other issue is what GPU do you have. That will effect your performance as well. The AMD FX 8350 has pretty good marks, see table:
