Wondering if their was a way to watch my cable box stuff on my pc using the HDMI input of a video card. Bascically i want to use one HDMI input on my TV to watch Digital cable and be for the PC as well. Wondering if any card is capable of this.

Thats a capture card, which mainly concerns itself with recording whatever comes in via the HDMI input. I presume your box can already do that, theres not much point spending $90 for that functionality if you only want to watch your box on what is basically another screen.
A graphics card wont have a video input, it just wont.

You could however just plug your computer monitor into your set-top box, TiVo or whatever you have. You could use a KVM Switch to easily switch the signal between your monitor and TV, which would save you the hassle of physically swapping cables.
