thermal paste question

I am changing my stock cpu fan with a new coolermaster fan. When I removed the stock cpu fan, there was a layer of thermal paste on it. Do I remove that paste and apply new (if so how to remove it) or do I just put my new thermal paste on top of it?

have to remove old paste ... use isotope alcohol .. 70% to 90% is best.. worst use acetone but wipe again with alcohol when done to remove any impurity.
