can the latest intel atom chip run windows xp and windows 8

I am seeking some advice on what is the latest CPU chip (doesnt have to be intel atom) that can run windows XP and Windows 8 on a mobile platform.

Thanks for you help! Did some research on Hashwell i3 and it seems that INtel doesnt provide the XP drivers for it?
