Need help reinstalling Windows after hard drive crash.

OK, well to keep it short; hard drive went dead in my laptop. I bought a new hard drive, installed it, and, well.... Now what?

When I turn the computer on it says the following: "Reboot and select proper Boot device or insert Boot Media in selected Boot device and press a key"

So I went and put the "Drivers And Utilities" CD in, and a message popped up saying to call Dell. So I did, and Dell told me "It sounds like you need an operating system and your warranty is expired."

Dell is a corporation, they would tell me anything to get my money. So can someone confirm that I do need a new OS? And also I have a product key for Windows 7 Home premium, so is their anyway that I can just somehow get that for free since I have the code?

Download the relevant Windows 7 version.
Burn to DVD and install.
You would normally recover a Dell from the recovery partition found on the original disk.

If that has failed and you never created a set of backup DVD's, they sometime supply a recovery DVD.

If not, do as USAFRet says and use the key supplied on the base of the laptop or its documents to activate, you will need to download the drivers from Dell.

I created backup disc's but I will be honest, I have no idea what is on them. When I first got the laptop it just told me to put a CD in and it will back up my files... So is Windows on that "backup" cd?

If the licence you have is on a sticker on the bottom of the laptop then you will not be able to use any of the versions on the link USAFret gave you, as I believe they are retail and your licence is OEM. You will either need to source another OEM version from Dell or buy a whole new retail licence
