Odd Performance Drops - Beast PC however?

Hey Guys,
This is my build:
intel i7 4770k
Zotac GeForce GTX 780
Kingston Hyper-X SSD 240GB
Seagate Gate 2TB HDD
GEIL POTENZA 16GB DDR3 (2x8gb)
ASUS Z87- PRO
AOC 24" (G2460PQU) 144hz
600w OCZ SXS2
I'm playing games such as Watch Dogs, Skyrim (HD Textures that's it) and other high(ish) end games.
But what im noticing is that in periods where things appear to "load" I get some horrendous performance drops.
I'm playing both games in absolute ULTRA etc - the general play of the games is fine but when loading a new area e.g just driving down the street or running in and out of a town it feels like the game is loading/lagging.
Any thoughts on what to check and/or what more information I can provide to help generate an answer/solution.

Whenever loading a new level, or a new area, the speed of the drive is the one determining how fast will the game respond.
As Eduello recommended, if you have an SSD, you should install the games that you play most on it, so that the loading of new parts of the game will be done a lot faster.
If you don`t have an SSD in your build, you should really get one, as you`ll see tremendous improvement in OS speed, and it`s a shame to have such a build without this.

Ok, so we got the SSD covered. I assume that the games are installed on the SSD, right? (pretty sure they are, but just checking)
Can you install a software that will provide you your FPS while in-game?
MSI Afterburner or Fraps will allow you to keep track of your FPS while gaming.
The FPS drop should let us know if there`s anything wrong, or just the difference of the information processed by CPU and GPU.
Check your FPS during normal playing, and during loading moments, and let us know the difference.
It`s normal to have FPS drops for example in crowded fight scenes, or when going in a different city/area, but we need to know how big the FPS difference is.
