Hey asker calm down! Just be a little more descriptive, answer these questions and do the tasks mentioned and it'll make our life easy and solutions better!
1. Do you hear any beeps from the CPU? if so, then count the beeps per second, it maybe like 2 beeps a second, or continuous beeps.
2. Check if your RAM is properly installed, it may have got shaken up.
3. Do you hear your HDD starting? The sound is like a sports car changing gears.
4. If none of the above works, just for precaution, check all the wires OUTSIDE the CPU, like monitor to CPU HDMI, CPU power supply wire.
Just tell what happened when you tried the above steps. We might know what exactly is the fault.

Your MoBo, hasn't short circuited, it (Most probably) has loose connections/ fail connections.
This happened with me, strike out the similarities b/your and my case:
The PC was perfectly fine, until I shut it down.
When I started it again, it just made the car gear change sound, no beeps nothing, nothing flashed on monitor.
I also searched the net, fixed up my RAM(removed it and placed it there again), no use.
The only thing which I can't do my myself is MoBo stuff, like pointing errors INSIDE MoBo, in circuits and connections.
Maybe some of the gurus here can do that, not me.
Got it to the nearest PC Repair shop, it did some soldering and replacing failed connections stuff.
Costed me INR 3500/ $60. The cost however depends on the extent of failure you're having, you may have to change your MoBo as well.
I know I'm being really straight, but I've experienced it, so can't tell you the wrong thing.

i am learning that how to open up processor from socket i first open the cpu cooler then i open up processor but i fit again to socket and fit cooler then i starts up pc then i get this problemYou should check if the CPU is rightly connected to the MoBo socket or not.
It may not be correctly fitted. Make sure you plugged the CPU into the socket of the MoBo firmly.

Neither can I nor you can help it. I however will still want some other expert to comment on this situation, I'm not a professional expert. I had this problem so tried to help you out. I won't recommend you opening your MoBo, neither will anyone else I believe. You may wait for some other wise person's response here or get it to a repair shop, your choice.
