i have 500W PSU with my case cooler master
and I5 4440 3.1

Why is it important to no what kind of psu he has.
it has nothing to do if he can overclock the card, and the answer is yes you can using msi afterburner.

If your power supply is bad, then how are you going to provide the electricity needed for overlocking. You need a decent power supply to overclock.

true but again the question was can he overclock his card, after that I would ask what are the rest of the specs, and almost every 500w psu is good enough for his set up, the cpu isn't a very power user, so is his 270 not.

5-9 fps increase depending on what games you play.
You can put in 1120 Mhz clock speed and memory cock at 1400. You can go further but that will depend on your card. Increase by small increments on the clock speed and run a gpu stress test. Once you get to the point of crashing, you can fine tune your clock speed if you want or dial it back to the last stable clock speed.
