My cut/paste delivers a garbled result that looks like another language

Does it matter what program you care cutting and pasting to and from? for example try doing it in a notepad document or word document.
It doesn't matter what application I run. New information: I just ran CCleaner and did a clean and a registry scan. Always get issues reported when i do that so no surprises there. But i looks like it cleared up. I suspect that the cleaning of the clipboard may have been the issue?
