HTPC/NAS/Home Streaming PC Combo?

Hi, I'm looking to build a multi-purpose (As stated in the title) PC that I can use to store drives for my main desktop, whilst being stored under my desk. I also want to be able to easily take it downstairs into my living room and hook it up to the TV, where I can either use it to watch movies (Like a HTPC) or use steam in-home streaming from my desktop to said PC.

I was wondering if anyone could give me some pointers as to what kind of components should I look at, particularly:
a)GPU horsepower required
b)CPU Power
c)Operating system (Mostly for NAS Reasons)

I have a reasonable budget, but most of the money will be spent on the drives most likely. Any help would be appreciated, please let me know if I forgot to specify anything

What do you consider a "reasonable budget"? What kind of storage capacity are you looking for? Are you wanting a Blu-Ray drive in the system? It's hard to make recommendations without that information, but here's a starting spot. It's a mini-ITX build, but the motherboard has 6 SATA ports and the case supports up to 7 3.5" drives. The i3 is plenty powerful for this type of system. The integrated GPU on the i3 is also capable of basic HTPC tasks.
